On the morning of September 16th, a delegation led by Principal and Vice-Chancellor Richard A. Williams of Heriot-Watt University visited Chang'an University. President Li Shutao met with the guests in the First Lecture Hall of the Faculty and Student Service Hall on the North Campus, and the meeting was presided over by Vice President Fan Wen. Heads of relevant units, including the Office of International Affairs, the School of Civil Engineering, the School of Water and Environment, and the School of Foreign Studies, attended the meeting.

Li Shutao extended a warm welcome to Richard A. Williams and his delegation. He introduced the overall situation of Chang'an University and its international development process, and reviewed the achievements and profound friendship forged through the long-term cooperation and exchanges between the two universities. He stated that it is hoped that both sides will look to the future, continue to explore diversified talent cultivation models, further deepen cooperation in advantageous disciplinary fields, create broader international development opportunities for teachers and students of both universities, and jointly push the cooperation to a new level.
Fan Wen noted that Chang'an University attaches great importance to the Sino-British educational partnership and actively conducts multi-level cooperation and exchanges with world-renowned universities including Heriot-Watt University. He expressed expectation that the two universities will further expand the breadth and depth of exchanges in areas such as teacher-student mutual visits and cooperative scientific research in the future, so as to elevate the level and standard of their cooperation.
Richard A. Williams thanked Chang'an University for its warm reception. He introduced the overall operation of Heriot-Watt University, covering its historical evolution, disciplinary layout, and achievements in international education development. He emphasized that Heriot-Watt University highly values its partnership with Chang'an University, and the two sides have a solid foundation for cooperation. He expressed anticipation to further build a high-quality platform for cooperation and exchanges on the existing sound cooperation basis, and achieve more substantial results in education, teaching, and scientific research.
The School of Energy, Geoscience, Infrastructure and Society (EGIS) of Heriot-Watt University and the School of Civil Engineering of Chang'an University respectively gave detailed introductions to their respective programs.
During the meeting, the signing ceremony of the cooperation agreement and the unveiling ceremony between the two universities were held. On behalf of the two universities, Li Shutao and Richard A. Williams signed the "Letter of Intent on Sino-Foreign Cooperative Education" and jointly unveiled the "Chang'an Heriot-Watt International Class". Zhang Yong, Party Secretary of the School of Foreign Studies of Chang'an University, and Michael Bates, Director of Recruitment and Admissions of Heriot-Watt University, jointly signed the "Agreement on the 3+1 Bachelor's and Master's Dual-Degree Program for English Majors".
