Minister of Education Chen Baosheng delivered a keynote speech

Chen Baosheng pointed out that in the practice of global education innovation, MOOCs are becoming an important engine for the reform of higher education, not only helping Chinese universities successfully cope with the epidemic crisis, but also accumulating valuable experience for building a high-quality education system for lifelong learning for all people in the future . He said that after 8 years of hard work, the number and application scale of MOOCs in China has ranked first in the world. At present, we have gradually established a unique development model, scientific and reasonable curriculum standards, and an open and cooperative mechanism of co-construction and sharing. We have explored the formation of adherence to quality as king, fairness as the key, student center, teacher body, openness and sharing, and win-win cooperation. Six valuable experiences.

Chen Baosheng said that in 2020, mankind has experienced the most serious pandemic of infectious diseases in a century. In response to this crisis, the Chinese government has made the decision to “suspend classes without stopping teaching, without stopping university”, and launching a joint project with teachers and students across the country. The unprecedented large-scale online education practice successfully responded to the epidemic crisis and basically realized the substantial equivalence of online teaching and classroom teaching. In the post-epidemic era, Chinese education has entered a new stage of high-quality development. Leveraging the advantages of MOOC and online education will help build a lifelong learning system for all people with more flexible methods, richer resources, and more convenient learning, so that everyone can learn and be everywhere. Able to learn, and can learn from time to time.

Chen Baosheng proposes that countries uphold the concept of win-win cooperation, openness and tolerance, continue to increase the construction of MOOC and online education resources, strengthen the application and sharing of MOOC and online education resources, promote personalized learning and lifelong learning, and promote MOOC and online Educational innovation and development, and jointly promote the construction, development and sharing of MOOC and online education.

The conference initiated the establishment of the World MOOC Alliance and issued the Beijing Declaration on MOOC Development. Stephania Giannini, Assistant Director-General of UNESCO, Qiu Yong, President of Tsinghua University, and Andreas Schleicher, Director of the Educational Skills Department of the Organization for Economic Cooperation and Development delivered speeches.
